Our Technical Service can either conduct or supervise approval tests and inspections, which are listed as regulatory acts in the directives 2007/46/EC, 2002/24/EC, Regulation (EU) 168/2013, 2003/37/EC and Regulation (EU) 167/2013. The department is only permitted to conduct tests and inspections for which it has received the proper designation.
In accordance with 2007/46/EC, Annex V, and based on the scope of its responsibility, Technical Services are assigned to one or more of the following activity categories:

When constructing and building vehicles for road use, vehicle manufacturers need to comply with the existing legal requirements. In Germany, these are defined by either the Road Traffic Regulation (StVZO) or the applicable EC and ECE Directives. As such, there are clear regulations in place for individual approvals as per Section 13 of the German EC Vehicle Approval Regulation (EG-FGV), which must be worked through in a structured manner.
However, special designs can sometimes lead to the manufacture of vehicles that are unable to meet the current legal requirements. Examples of this include self-driven work machinery with very high weights, specialized transport vehicles that exceed the normal length or width restrictions, and vehicles with very high axle loads. There are also set rules for dealing with such deviations from the legal requirements.
These are defined in Section 70 of the StVZO, which requires assessments that define the deviations, ensure the technical suitability of the vehicles in question and define counter-measures to enable the vehicles in question to participate in normal road traffic with as little danger as possible. In the next step of the process, these assessments form the basis upon which the responsible road traffic authorities will draw up an exemption. The exemption may also define additional constraints to ensure the safety of the vehicles in question and other road users.
In conjunction with an assessment of an individual vehicle in accordance with Section 13 of the EG-FGV, GTÜ’s Technical Service can also draw up the assessment required for an exemption. GTÜ Technical Service is not authorised to provide exemptions for vehicle combinations (towing assessments). This action can only be performed by the technical inspection center.

Any manufacturer who wants to apply for their first approval from the German Federal Motor Transport authority, Kraftfahrt-Bundesamt, (approval mark e1) needs to prove that they have in place a quality management system that complies with KBA requirements. This procedure is referred to as the “initial assessment”. As a Category-C technical service, GTÜ is authorized to perform this task. Alternatively, the assessment can be carried out by the KBA itself.
If necessary, the initial assessment can also be obtained from the SNCH in Luxembourg (approval mark e13).
At the request of the customer, GTÜ’s Technical Service can also draw up parts assessments and/or approvals.

GTÜ’s work in this area is carried out in collaboration with renowned test laboratories and universities, which allows us to provide parts inspections at the local level throughout Germany.
In order for a manufacturer/producer of vehicle parts to draw up and sell a parts assessment for their product, they must first prove that they have in place a suitable quality management concept (e.g. by means of verification or ISO certification with proof that the requirements for approval have been met). One of the institutions authorized to carry out this kind of verification work is GTÜ Zertifizierungsstelle GmbH . We will assess the quality management system of the manufacturer/producer based on the road traffic regulations and the relevant quality management aspects.

Thanks to an update in the legal framework of the ADR, technical services are now able to provide ADR certificates of approval. GTÜ’s Technical Service has compiled all the legal and technical information on this topic and incorporated it in a practical way into the basic training its staff has to go through in order to become authorized signatories. As such GTÜ Technical Service and its authorized signatories are now able to offer this service to ADR vehicle manufacturers and ADR haulage companies.
The ADR certificate of approval is required at the start of the transport process (before the hazardous goods are loaded) and after the form has been filled completely (once there is no more free space).
